يُرِيدُونَ لِيُ
Yureedoona liyutfi-oo noora Allahibi-afwahihim wallahu mutimmu noorihi walawkariha alkafiroon
They want to extinguish the light of Allāh with their mouths, but Allāh will perfect His light, although the disbelievers dislike it.
Mereka hendak memadamkan cahaya (agama) Allah dengan mulut (ucapan-ucapan) mereka, tetapi Allah tetap menyempurnakan cahaya-Nya meskipun orang-orang kafir membencinya.

Ibn Kathir (Abridged)
The Most Unjust among all People
Allah said,
وَمَنْ أَظْلَمُ مِمَّنِ افْتَرَى عَلَى اللَّهِ الْكَذِبَ وَهُوَ يُدْعَى إِلَى الإِسْلاَمِ(And who does more wrong than the one who invents a lie against Allah, while he is being invited to Islam) meaning, none is more unjust than he who lies about Allah and calls upon rivals and associates partners with Him, even while he is being invited to Tawhid and sincerely worshipping Him. This is why Allah said,
وَاللَّهُ لاَ يَهْدِى الْقَوْمَ الظَّـلِمِينَ(And Allah guides not the people who are wrongdoers.) Allah said,
يُرِيدُونَ لِيُطْفِئُواْ نُورَ اللَّهِ بِأَفْوَهِهِمْ(They intend to put out the Light of Allah with their mouths.) indicating that the disbelievers will try to contradict the truth with falsehood. Their attempts are similar to one's attempt to extinguish the sun with his mouth, which is impossible. Likewise is the case of their attempt to extinguish truth. So Allah said,
يُرِيدُونَ لِيُطْفِئُواْ نُورَ اللَّهِ بِأَفْوَهِهِمْ وَاللَّهُ مُتِمُّ نُورِهِ وَلَوْ كَرِهَ الْكَـفِرُونَ - هُوَ الَّذِى أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَلَوْ كَرِهَ الْمُشْرِكُونَ(But Allah will bring His Light to perfection even though the disbelievers hate (it). He it is Who has sent His Messenger with guidance and the religion of truth to make it victorious over all (other) religions even though the idolators hate (it).) Tafsir Kemenag RI
Diriwayatkan oleh Ibnu 'Abbas bahwa wahyu pernah tidak turun kepada Nabi Muhammad selama empat puluh hari. Maka seorang pemuka Yahudi, yaitu Ka'ab bin al-Asyraf, meminta kepada orang-orang Yahudi agar bergembira karena Allah telah memadamkan cahaya dakwah Muhammad saw dengan tidak lagi menurunkan wahyu kepadanya. Mendengar ucapan Ka'ab itu Rasulullah merasa sedih. Berkenaan dengan itu turunlah ayat ini.
Pada ayat ini diterangkan alasan orang-orang yang berbuat kebohongan terhadap Allah. Perbuatan dosa dan ucapan mengada-ada itu bertujuan untuk memadamkan sinar agama Islam yang menerangi manusia yang sedang berada dalam kegelapan. Perbuatan mereka itu tak ubahnya seperti orang yang ingin memadamkan cahaya matahari yang menyilaukan pemandangan dengan hembusan mulutnya yang tidak berarti apa-apa. Pada akhir ayat ini ditegaskan bahwa Allah akan tetap memancarkan sinar agama-Nya ke seluruh penjuru dunia dengan dakwah Nabi Muhammad dan orang-orang yang beriman walaupun orang-orang kafir tidak menyukainya.
