وَلَوْ شِئْنَا لَبَعَثْنَا فِى كُلِّ قَرْيَةٍ نَّذِيرًا

Walaw shi/na labaAAathna feekulli qaryatin natheera

And if We had willed, We could have sent into every city a warner.
